Scion Executive Search (SES) has been retained to conduct a search for a new Director of Human Resources on behalf of our incredible client, Community Action Marin! They are seeking a passionate, eager, and energized individual to shape and cultivate a positive organizational culture and to support a team working hard to make a difference in the lives of children, families, and communities. This exciting opportunity is full-time, located in Marin County, California, and operates on a flexible hybrid schedule.

Marin County is considered by many to be one of the most beautiful places to live in the United States. While it has some of the highest incomes per capita and one of the lowest unemployment rates, it also holds claim to the widest income gap and one of the greatest racial inequities in the State of California. The cost of living in Marin has risen 48% in just the past four years, and families are struggling to make ends meet. Right now, a family of four with two adults, one infant, and one preschooler would need to earn $149,545 annually—an amount 82% greater than the federal poverty level of $26,500—to cover all the family’s basic expenses, such as housing, food, childcare, health care, transportation, and taxes without public or private assistance.

POSITION OVERVIEW:
In partnership with the Vice President of Human Resources, the Director of Human Resources will oversee all HR operational activities, ensuring the organization functions at its highest level through recruiting, developing, and retaining of high-performing, mission-aligned employees; currently 200. This position will assist in defining and shaping the organizational culture, nurture employee engagement, and implement practices that increase the organization’s capacity to fulfill its powerful mission.
The Director will support the organization in providing a safe and positive work environment in compliance with legal regulations and in alignment with the principles of Diversity, Equity, and Inclusion. This proactive and energetic leader will apply a bilingual (Spanish/English) and bicultural approach to all HR policies and activities while cultivating productive relationships with employees at all levels.

In addition to a competitive base salary of $120,000 to $135,000, Community Action Marin offers 13 days of accrued PTO and 12 days of sick leave in first year of employment; observes 15 holidays and 24 hours of floating holidays; covers 100% of medical and vision benefits for the employee with nominal dental coverage; dependent care and medical flexible spending accounts; transit benefits; group basic life and AD&D insurance; a 403(b) retirement plan with no waiting period plus agency match; a robust employee assistance program; and pet insurance.

PRINCIPAL RESPONSIBILITIES:
- As a senior member of the agency’s management team, balance employee advocacy with organizational needs to guide agency decisions around HR initiatives and activities.
- Supervise a recruitment program that attracts qualified talent and empowers hiring managers with the training, tools, and logistical support to select new staff members.
- Helm employees on- and off-boarding, coordinate and deliver orientation programs, and administer exit processes.
- Develop and manage effective performance review processes and roles, coaching managers on performance management and professional development practices.
- Identify and handle employee relations issues promptly, exercising empathy and emotional intelligence in managing corrective and disciplinary actions.
- Coach and advise managers on employee matters, ensuring they are knowledgeable and current on policies, regulations, and best practices.
- Oversee total rewards programs - identify and partner with benefits broker to offer competitive and equitable benefits, manage annual compensation review, and develop staff appreciation initiatives.
- Manage benefits enrollment, tracking, reporting, and the organization’s annual open enrollment process.
- Oversee legal compliance at a federal, state, and local level, from interpreting legislation and making internal recommendations to driving their implementation.
- Manage Paycom and all other HR systems and tools, ensuring accuracy and employee adoption.
MINIMUM QUALIFICATIONS:
- 10+ years of experience managing the HR function and team, including experience in a nonprofit organization.
- Bachelor’s degree in Human Resources or relevant field.
- Professional Certification in Human Resources: PHR, SPHR, SHRM-CP, or SHRM-SCP.
- Service-oriented and effective communicator with the ability to build trust and explain complex concepts clearly and concisely in both English and Spanish.
- Deep knowledge of California employment law, benefits administration, and compliance in a highly regulated sector.
- Experience as a business and thought partner to organizational leaders.
- Action-oriented self-starter with excellent organizational and project management skills and experience developing and implementing HR initiatives.
- Capable of building best-in-class systems and processes and implementing HR tools. Must have experience with all functions of Paycom or similar HRIS, including updating data, running reports, and optimizing the user experience; system conversion experience a plus.
