Position Summary:

Our client seeks an adventurous Senior Program Manager – Operations and Support to lead operational surge support efforts under the supervision of the Associate Vice President of Operational Effectiveness and Development. The Sr Program Manager, Operations and Support will collaborate with partner organizations in specialized management areas, such as contractual, administrative, financial, logistical, and managerial aspects of project development and implementation. The position will also support worldwide programs that may focus on health, livelihoods, economic development, humanitarian assistance, and other sectors. This role may be deployed for short or medium-term assignments to offices overseas to support the start-up or close-out of awards. Therefore, candidates must be able to travel both domestically and internationally for up to three months at a time and on short notice. These trips may include high-security risk settings and/or very basic living conditions and outside weather conditions. This role is a 50/50 hybrid work opportunity between home and office (barring periods of travel). The position is not expected to have specific supervisory responsibilities. Candidates may be required to work outside of normal office hours or on the weekends as needed.

 

Primary Responsibilities:

  • Autonomously manage assigned project management responsibilities of projects and provide coverage at various stages of projects depending on the need.  
  • Model and coach colleagues in best practices in project management, especially adherence to the Project Management Manual as well as complementary policies and procedures related to sub-awards procurement, finance, and administration.
  • Ensure various actions during project start-up implementation, and close-out are compliant with donor rules and regulations.
  • Define the short-term technical assistance needs to successfully implement project work plans, develop scopes of work, identify suitable staff or consultants and help maintain the technical assistance plan for the project.
  • Lead designated start-up processes, including but not limited to – participating in the handover from the Business Development and Compliance teams, supporting country registration, leading project start-up processes with relevant stakeholders, developing annual budgets, developing procurement plans, and participating in the recruitment of project staff as required.
  • Develop/write project deliverables responsive to donor requirements, such as start-up plans, work plans,performance management plans, disposition plans, close-out plans, branding and marking plans, environmental management and mitigation plans, and others.
  • Liaise with the Grants and Contracts team to provide information or implement follow-up actions related to sub-recipient management (contracting, reporting, and monitoring).
  • Lead designated roles in project closeout processes in accordance with the Project Management Manual and relevant donor requirements. Play designated role on closeout team as assigned.
  • Compile project information required for regulatory and donor compliance reporting or internal and external audits, in coordination with relevant teams in the Finance and Administration Department.
  • Backstop administrative duties such as international wire transfers, documentation, and other operational support.
  • Conduct periodic checks to ensure that the organization complies with its policies and donor standards, and to ensure responsive support to staff, programs, and partners.
  • Identify management system weaknesses, establish priorities, and provide recommendations for improved systems performance, ensure compliance, and support implementation of those recommendations.
  • Develop and disseminate, together with members of the Operational Effectiveness and Development team, communication products including fact sheets, technical briefs, reports, publications, and more.
  • Support the design and or upgrade of the project management systems and tools.
  • Work with relevant programs teams and the Business Development team to prepare concept notes and proposals, focusing on project management plans, logistics and security provisions, and budgets.
  • Write assigned sections of proposals.

 

Qualifications:

  • Bachelor's degree in public health, international development, or a related field.
  • Minimum of 7 years of experience including managing development projects in health, agriculture, food security, economic growth, or humanitarian response.
  • Complete fluency in English and professional proficiency in written and spoken French.
  • Experience developing and managing start-up plans, work plans, budgets, close-out plans, dispositions
  • plans, branding and marketing plans, and other deliverables for institutional awards.
  • Experience working with multiple donors, including USAID, FCDO, and others, with specific familiarity with US government compliance (administrative, management, and reporting procedures and systems), and experience with US government acquisition awards (contracts) are strongly preferred.
  • Experience supporting multi-year, high-value maternal and child health programs a plus.
  • Proven sub-grant management experience; understanding of contractual and compliance issues.
  • Demonstrated ability to rapidly solve program, managerial, or operational problems in a timely and
  • successful manner.
  • Cross-cultural sensitivity, including experience working with professional and support staff in a multicultural, multi-linguistic environment.
  • Demonstrated versatility and integrity as well as leadership, mentorship, management, organizational, and decision-making skills.
  • Able to work effectively both independently, using one’s own initiative and delivering high-quality products on time, as well as when acting as part of a team.
  • Excellent oral and written communication skills in English, analytical skills, interpersonal, team management, leadership, and decision-making skills—including the ability to communicate across cultures effectively and respectfully.
  • Ability to meet the organization’s zero tolerance for abuse policy and to strictly adhere to all DEI standards.

Compensation & Benefits:

In addition to a competitive base salary of $93,000 to $ $115,000, this opportunity offers a robust benefits package with medical, dental, and vision insurance for employees and their families, generous 403(b) with a 9% match, 15 days of Paid Time Off (PTO), 12 days Paid Sick Leave (PSL), 12 annual paid holidays with an additional 4 paid days the last week of December.  Our client is an equal opportunity employer and strongly encourages qualified individuals from all backgrounds to apply for our opening.
