Scion Staffing, Inc. (www.scionstaffing.com), a full-service national staffing firm has been engaged to conduct an immediate search for a Natural Resources Program Leader on behalf of our client, an environmental consulting firm, in either their Denver, CO office (preferred) or Houston Texas location. Our client works through strong partnerships and their consultants invest in and ensure their clients’ success, bringing them the best solutions for their environmental challenges through regulatory expertise. Their focus is primarily on the energy, petroleum, chemical, manufacturing, and transportation industries. 

POSITION SUMMARY:
Program level roles require dynamic leaders with demonstrated consulting experience. This role involves specific consulting experience in natural and cultural resources fields, including overseeing project budgets, internal and external communication, scheduling, fostering project teams, and program/project strategy development. Additionally, the selected candidate must have relationships with associated regulatory agencies, as well as existing client relationships. This role is responsible for growing and leading the Natural Resources Program in the Rocky Mountain Region and Gulf Coast Region, as well as leading other special Natural Resources projects synchronously. It is encouraged that prospective candidates apply if they feel confident that they could be successful in the role. If fulfilled in Denver, this position would be hybrid (two days a week in the office). In contrast, a Houston, TX hire would be remote.

RESPONSIBILITIES AND PRIMARY DUTIES:
  • Understanding, working knowledge, and application of specific Environmental Protection Agency regulations. This includes sections withing the Clean Water Act and permitting, the Rivers and Harbors Act, Endangered Species Act compliance, the National Historic Preservation Act compliance, and National Environmental Policy Act compliance/ documentation.
  • Wetland and waterbody delineations, habitat and impact analyses, and protected species surveys.
  • Lead, grow, and develop short- and long-term strategies for the natural resources program with assistance from VP and leaders.
  • Identify, communicate, and execute effective, efficient regulatory and technical strategies and solutions that address our client’s explicit needs.
  • Effectively communicate information between the business and clients.
  • Develop and maintain trusting professional relationships with team members, current clients, prospective clients, partners, and regulators.
  • Continuously identify, pursue, and secure new opportunities with new and existing clients.
  • Produce proposals with a clearly defined scope, schedule, and budget per project strategy, client expectations, and business requirements.
  • Oversee the preparation of deliverables through effective project management, and do so within client-approved scope, schedule, and budget.
  • Ensure overall program profitability and profitability of multiple projects concurrently by overseeing and accounting for billable time and appropriate task execution.
  • Continuously gain expertise in your discipline and mentor others to ensure continuous improvement.

REQUIREMENTS & SKILLS:
  • B.S. or above in a natural resource or equivalent discipline (e.g., biology, environmental science, ecology, etc.). A M.S. degree is preferred.
  • 10+ years of environmental consulting experience focused in natural and cultural resources work.
  • 6+ years of project management experience.
  • 3+ years of experience leading a team and people management.
  • Casts effective management skills with multiple projects and team members.
  • Displays a high level of professional ethics.
  • Brings collaboration, social skills, and professionalism necessary to establish and maintain long-term working relationships with clients and co-workers.
  • Is a natural networker with the ability to bring in new clients and enter into diversified revenue streams.
  • Ability to work additional hours as needed to meet workload/client demands.
  • Can travel in-state and out-of-state up to 25%, related to field work or interoffice trips.
  • Demonstrates skills including effective personal leadership, time management, problem solving, critical thinking, verbal communication, and decision making.
  • Proven project & team management skills, with the ability to coach others in these skillsets.
  • Effective writer and reviewer of all technical documents (e.g., NEPA documents).
  • Advanced understanding of relevant regulations related to the tasks, projects, and client operations.  Ability to navigate regulatory websites and databases.
  • Holds a depth of technical competencies necessary to solve problems and scope new jobs accurately and completely.
  • Offers a breadth of technical competencies necessary to work with multiple industries and/or multiple clients within an industry.
  • Possesses fundamental math and science competencies (e.g., unit conversions, use of formulas, data evaluation).
  • Proficiency with MS Office (e.g., Word/Excel/Outlook/SharePoint) and time/expense tracking software.
  • Proficiency with software and tools applicable to your project (e.g., BEEST, ArcGIS, TRI-ME, advanced Microsoft Office).

COMPENSATION & BENEFITS:
In addition to a competitive base salary of $140,000 – $160,000 (DOE), PLUS a $10K SIGNING Bonus + this role offers 4 quarterly bonuses.
