ABOUT COLORADO 811:
Established in 1986 as the “Utility Notification Center of Colorado,” Colorado 811 is a 501c4 nonprofit Association that promotes public safety and education for the protection of the state of Colorado’s underground utility infrastructure by providing reliable, timely, and accurate communication to the public and all stakeholders. Colorado 811 is the communication link between the utility/facility owners, excavators, and homeowners. Their goal is to work with all industry stakeholders to protect underground facilities from damages relating to excavation.

POSITION SUMMARY:
This key role demands strategic thinking and collaborative leadership to support organizational growth -- driving financial excellence, ensuring regulatory compliance, and optimizing budgeting and reporting processes. The Controller reports directly to the Executive Director and works closely with Department Directors, the Board of Directors, external financial management, and other support firms. The Controller is responsible for delivering and managing all daily accounting and finance activities of the association and will manage one direct report (role to be determined) and the activities of all contracted accounting and finance support firm personnel.

ESSENTIAL FUNCTIONS:

Financial Management & Controls

  • Develop, execute, and deliver all activities, processes, and phases of accounting and finance, including the monthly financial statement creation and reconciliation/close process, accounting and reimbursements/analysis, monthly balance sheet reconciliation process, annual budget creation and expenditure tracking/oversight, annual cost report package, statistical gathering and reporting, and financial computer systems balancing/maintenance troubleshooting.
  • Manage invoicing, accounts payable processing, year-end 990 tax preparation, productivity/labor utilization reporting, expense reports, annual financial audits (internal and external), decision support analyses, payroll, 401K contributions, and more, as the primary accounting resource to Executive Director, Department Directors, and Financial Institution.
  • Responsible for the accurate and timely delivery of month-end accounting, bi-monthly payroll processing, tax compliance, financial statements, balance sheet, budget and analysis/P&L reporting, invoicing, and all payroll, A/R, and A/P activities.
  • Oversee and manage all aspects of accounting, including billing/statements, financial statements, general ledger, cost accounting, inventory accounting, revenue recognition, expense reports, and various special analyses.
  • Oversight of the association’s reserve portfolio and external investment advisory and accounting support firms; delivers monthly investment and reserve portfolio reports as part of monthly financials with review and observation notes.
  • Provide financial guidance on revenue recognition implications on customer contracts, technical accounting, and financial reporting issues.
  • Develop, enhance, implement, and enforce GAAP-based accounting policies, procedures, and practices that will improve the overall operation and reduce risks to the business.
  • Direct activities relating to collection processes of aging accounts.
  • Maintain an effective internal control environment to ensure compliance with company finance policies and procedures, as well as state and federal regulations.
  • Prepare clear, concise, accurate financial reports, statements, and financial forecasts for presentation to the Executive Director, Finance Committee, Board of Directors, and other stakeholders.
  • Recommend ways to reduce costs and enhance revenue.
  • Monitor bank deposits, account balances, cash balances, lockbox activities, invoicing and billing needs

Reporting

  • Prepare clear, concise, accurate financial reports, statements, and financial forecasts for presentation to the Executive Director, Finance Committee, Board of Directors, and other stakeholders.
  • Management of report and budgets, and financial forecasts, and report variances.
  • Coordinate timely filing of 990s and other tax filings and annual financial audits with external audit firms; organize information and statements for audits for external auditors.
  • Comply with all local, state, and federal laws regarding tax filings, finance, and reporting.
  • Prepare and complete month-end close procedures and bank reconciliations, including preparing and reviewing journal entries, account reconciliations, and financial statements by GAAP principles and organizational policies and procedures.
  • Develop KPIs, accounting reports, and management metrics.

Leadership & Strategy

  • Establish a high-performance culture among direct reports by building a culture of trust and high accountability; this role will determine which junior accounting role will be required as a direct report into this role.
  • Strongly uphold Colorado 811’s mission, vision, principles, standards of conduct, policies, and procedures.
  • Be the standard of excellence for operational efficiency and technical accounting knowledge within the organization.
  • Lead monthly budget review meetings with department heads to track actual vs. budget expenditures and ensure accuracy of coding and approval in the General Ledger for all expense and revenue items.
  • Leverage current and updated technology to build scalable/sustainable processes to create efficiencies, streamline accounting operations, and improve employee experience.

Technology

  • Support the Executive Director in developing and implementing financial policies and procedures and directs IT resources in maintaining accounting software and systems as applicable.
  • Effectively use QuickBooks, Sage, and Bill.com and/or similar software to automate and improve financial processes, provide financial reporting, and operational metrics tracking.

QUALIFICATIONS:

  • A Bachelor of Science in Finance, Accounting, or a related degree is required; a Master’s Degree is preferred; CPA is preferred.
  • A minimum of 6 years of accounting leadership experience and two years of supervisory experience in a senior-level accounting/finance position is required.
  • Nonprofit organization accounting experience is highly preferred. Also open to small and medium-sized business accounting. 
  • Robust QuickBooks user experience is required.
  • Bill.com or similar A/P / billing/statement management software skills are required.
  • Must enjoy being "in-the-weeds" as a contributor
  • Excellent computer and technology skills related to this position are necessary; an Advanced level of Microsoft Excel and Accounting Software skill set is required; Smartsheet experience is a plus.
  • Demonstrated ability to perform in and build a high standard, high-performance, deadline-orientated, policy and procedure-driving environment.
  • A thorough knowledge of accounting principles and procedures, including GAAP, is required.
  • Robust experience with creating financial statements and general ledger functions is required.
  • A strong understanding of cash accounting/accruals/deferrals and month-end procedures is required.
  • Must have effective verbal and written communication skills to communicate clearly and concisely with the Executive Director, staff, department directors and managers, the public, and the Board of Directors.
  • Strong mathematical and analytical skill set and vigorous attention to detail and accuracy.
  • Ability to work independently and as part of a team, manage multiple projects simultaneously and meet deadlines as required.
  • Ability to build, lead, mentor, and manage the finance and operations team members and contractors as assigned, fostering professional growth and a positive work environment.
  • Unitability to set performance expectations, conduct regular performance reviews, and provide ongoing feedback and coaching to staff is required.
  • Must foster a culture of accountability, collaboration, and continuous learning within the department.
  • Ability to develop and maintain comprehensive financial policies, procedures, and internal controls to ensure sound financial governance is required.
  • Must be a highly motivated individual who thrives in a fast-paced team environment and readily adapts to changing needs.


SALARY AND BENEFITS:
Colorado 811 is offering a base salary of $110,000- $130,000 (DOE) annualized based on experience plus a robust benefits package that includes Medical, Dental, and Vision Insurance: Premiums 100% covered by Colorado 811 for employees, Basic Life, AD&D, and Short- and Long-Term Disability Insurance: Fully covered; HSA, EAP, 401(k), Paid Time Off of 144 hours in the first year, and Paid Holidays. The organization operates in a hybrid office model, with an in-office presence required on Wednesdays and Thursdays.
