Scion Nonprofit Staffing is conducting a high-priority search for a Legislative Advocate on behalf of our client, a prominent Education Association located in Sacramento, CA. This is a direct-hire position with a hybrid work model, offering 3 days remote and 2 days onsite per week.

In this key position, the Legislative Advocate will report directly to the Chief of Governmental Relations and Legislative Director. The primary responsibilities include thorough research, analysis, and evaluation of both state and federal legislation, along with legislative issues, statutes, regulations, and policies. Moreover, the role encompasses effective communication and advocacy to promote the Association's stance, ultimately influencing public opinion in support of public education.

Beyond legislative matters, this role involves the development, summarization, and maintenance of comprehensive reports and records. Furthermore, fostering collaborative relationships among Association personnel and serving as a liaison with various legislative, educational, community, public, and government entities are essential components of this dynamic role.

RESPONSIBILITIES:
  • Conduct thorough research, analysis, and evaluation of intricate Federal and State legislation, budgetary matters, statutes, regulations, and policies affecting governing bodies, local educational agencies, and Association programs. Develop and deliver legislative analysis, proposals, and recommendations to Association leaders and the Legislative Committee.
  • Articulate Association viewpoints on proposed legislation to congressional members, legislators, legislative committees, and relevant stakeholders.
  • Direct the development and execution of the Association’s legislative strategy. Contribute to shaping the Association’s stance on bills, issues, and policies.
  • Craft informative materials such as background papers, letters, action alerts, and presentations for advocacy efforts at both Federal and State levels. Contribute content to Association publications and reports.
  • Engage in consultation and advocacy with federal and state agencies regarding the Association’s legislative, policy, and regulatory positions.
  • Advocate for the Association’s interests on statewide and national boards, committees, and advisory groups. Cultivate productive relationships with policymakers, government officials, school district representatives, and community organizations. Participate in various interdisciplinary committees and serve as the Association’s representative to diverse stakeholder groups.
  • Act as a liaison between employees, public and private organizations, community groups, and government officials/local educational agencies. Offer guidance and expertise on legislation development, program planning, and implementation. Provide testimony at public hearings on legislative and regulatory matters.
  • Prepare and submit comprehensive reports and correspondence detailing program activities to the Board of Directors, Delegate Assembly, and other relevant committees and staff.

QUALIFICATIONS:
  • Three (3) years of experience in legislative research, analysis, and evaluation or a related field.
  • Any combination of training and experience equivalent to a bachelor’s degree or higher, with major coursework in business administration, public administration, government, legal, or political sciences, or related field.
  • In-depth understanding of legislative practices, public education principles, and non-profit organization functions.
  • Proficiency in interpreting Federal, State, and local laws, along with legislative research and advocacy methods.
  • Familiarity with education policy information sources, research design, and public relations techniques.
  • Proficient in comprehensive understanding and practical experience encompassing all facets of Proposition 98, including its various components. Skilled in articulating persuasive arguments and insights pertaining to Proposition 98 and the Local Control Funding Formula (LCFF).
  • Strong skills in business writing, report preparation, data management, and office practices.
  • Excellent communication and customer service abilities.
  • Proficient in conducting complex legislative research autonomously, showcasing discerning judgment and proactive initiative.
  • Skilled in analyzing, interpreting, and adeptly presenting technical and legal information across diverse mediums.
  • Capable of interpreting and elucidating Federal, State, and local policies, procedures, laws, and regulations.
  • Demonstrated ability to professionally represent the Association in multifaceted meetings with various stakeholders, including educational institutions, governmental agencies, community groups, businesses, and regulatory organizations.
  • Proficiency in establishing and maintaining efficient filing, record-keeping, and tracking systems.
  • Experienced in efficiently organizing and prioritizing multiple projects, consistently meeting crucial deadlines.
  • Possess a tactful approach, along with initiative and independent judgment, to cultivate positive working relationships within the framework of policy and legal guidelines.

COMPENSATION AND BENEFITS
In addition to working for an organization with a phenomenal mission, this opportunity offers a salary range of $140,000 -$160,000 DOE in addition to health, dental, and vision benefits, 10 paid holidays with 2 additional weeks off during December, 15 days of paid time off, sick leave, life and disability insurance, and a pension retirement plan.
