Scion Staffing has been engaged to conduct an immediate search for an experienced Director of Human Resources for our fantastic client, a healthcare company providing compassionate care aging and disabled adults. We are seeking a strategic, skilled, and results-driven leader who excels at high-level project execution and departmental management. The performance pillars for this position are focused on Organizational Leadership (30%), Talent Management and Strategic Staff Development (30%) Departmental Development (20%), and Compliance Oversight (20%).

Reporting to the Chief Strategy Officer, the Director of Human Resources works closely with the Directors of Operations, Executive Operations, Policy, and Accounting, and leads a team of 4 to 8 managers. This role also has ample growth opportunities to become an Executive Vice President or Chief of Staff!  This full-time, onsite opportunity is located in Redmond, Oregon.

POSITION RESPONSIBILITIES: 
ORGANIZATIONAL LEADERSHIP
  • Constant and concise delivery of personnel and departmental insight and information to Owners and Executive Team.
  • Effective communication of evolving labor and employment laws.
  • Advise on organizational design and departmental/personnel development.
  • Design infrastructure that promotes innovation and efficiency and develop organizational succession plans.

TALENT MANAGEMENT + STRATEGIC STAFF DEVELOPMENT
  • Oversee Organization’s human capital and talent and consult on all hires, terminations, and transfers.
  • Develop long range talent forecasting and promotional pathways for staff.
  • Implement processes that embed the organizational culture and improve the employee experience.
  • Create and enact forward-thinking initiatives to improve employee engagement.
  • Design and implement employee retention initiatives to improve morale, retain talent and maintain business continuity.
  • Create structured compensation ranges, performance-based bonus incentive program, and benefit offerings according to market conditions and current company budget.
  • Oversee talent acquisition and new hire onboarding process – including recruitment, advertising, interviews, determining cultural fit, screenings, placement determination, position management, growth track, offer letters, references, state mandated backgrounds, licensure or certification verifications, and orientation/training.
  • Create, lead, and implement employee engagement/management/accountability/KPI training sessions for supervisors and key leadership members.

DEPARTMENTAL DEVELOPMENT + COMPLIANCE OVERSIGHT
Responsible for execution of all strategic and tactical functions in Human Resource department, including:
  • Deliverables, including hiring budgets, labor allocation, new hire, and turnover reports.
  • Workers' compensation, OSHA reporting, employee leave, unemployment programs, and internal employee investigations.
  • Payroll processing, including analysis of overtime utilization and turnover, salary-hourly wage adjustments, employee garnishments and verifications, and payroll tax reporting to out-of-state entities.
  • Employee benefits, including creation, oversight, compliance, and enhancement of a robust, attractive suite of employee benefits.
  • Document development, including revisions to employee handbooks, code of conducts, job descriptions, job ads, instruments for measuring performance, compliant SOPs, and guiding policy in alignment with labor laws.
  • Envision and generate new policies as employment regulations evolve.

POSITION REQUIREMENTS:
Bachelor’s degree in Organizational Psychology, Business, Management, Human Resources, or similar field; Master’s degree a plus.
Professional Certification in Human Resources: SHRM-CP, SHRM Certified Professional.
High level of emotional intelligence.
Service-oriented and effective communicator with the ability to build trust and explain complex concepts clearly and concisely.
Experience as a business and thought partner to organizational leaders.
Action-oriented self-starter with excellent organizational and project management skills and experience developing and implementing HR initiatives.
Capable of building best-in-class systems and processes and implementing HR tools.

COMPENSATION AND BENEFITS:
