Scion Staffing, Inc., a full-service national staffing firm, has been engaged to conduct an immediate search for a contract Nonprofit Financial Operations Manager with our client, an impactful organization that provides a platform for support to community driven organizations in Houston, TX.

SUMMARY

The Nonprofit Financial Operations Manager oversees non-profit financial operations, vendor compliance, and compliance with government grant requirements and restricted funds. They also offer technical assistance to grant-funded partners, ensuring fiscal and programmatic compliance, and handle fiscal, personnel, and reporting duties.



RESPONSIBILITIES AND DUTIES
  • Manage reports for internal and external stakeholders.
  • Develop and update policies/procedures/systems as needed in accordance with government regulations and organizational needs and objectives.
  • Conduct routine compliance reviews of grant programs.
  • Coordinate contract accountants to pay bills, prepare deposits, manage accounts, download bank statements and generate reports in QuickBooks.
  • Serve as point of contact for insurance broker and CPA firm coordinating 1099s, external audit and Single Audit, Form 990 and other finance/banking activities.
  • Track federal and state grants and other expenditures & submit reports for reimbursement.
  • Track grant vendor spending and expenditure reporting. Coordinate with accountants to ensure accurate recording of all expenses.
  • Ensure that procurement policies conform to applicable local, state and federal law and that purchases adhere to these policies
  • Ensure vendor and subrecipient monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices.
  • Coordinate Human Resource management activities with Professional Employment Organization, including onboarding new hires, inputting timesheets, issuing quarterly SEP IRA payments and implementing personnel policies.

REQUIREMENTS
  • Bachelor’s degree in a relevant field.
  • 3+ years of progressive experience in federal grant management including procurement and subrecipient monitoring.
  • Experience with EFSP, ESG, or other HUD programs preferred.
  • Experience in nonprofit governance, administration, accounting, procurement, grants management and compliance.

COMPENSATION & BENEFITS:
The pay range offered is between $25-29/hr.
