Scion Staffing has been engaged to conduct the search for a Bid & Proposal Pricing Lead with our client, a non-profit non-partisan research organization. This is a direct-hire position that can be worked out of the DC, Pittsburgh, or Santa Monica office OR fully remote.
Overview:
The Bid & Proposal Pricing Lead will develop and lead complex budget and pricing strategies for proposals. This role is central to creating competitive and compliant budgets that align with client requirements across various contract types, including federal, state, local, commercial, and foundational projects. The ideal candidate will work closely with internal stakeholders to support large-scale proposals, providing leadership in pricing strategy and contributing to process improvements.
Key Responsibilities:
- Lead pricing efforts for complex and high-value proposals, collaborating with Principal Investigators, leadership, and proposal management teams.
- Manage pre-RFP activities through proposal negotiations, overseeing cost volume development and ensuring alignment with RFP specifications.
- Develop and implement pricing strategies that ensure competitiveness, including conducting market research and price analyses.
- Serve as the primary pricing interface, creating business/pricing volumes that meet client and regulatory requirements.
- Mentor junior pricing staff and support cross-divisional training and process documentation initiatives.
- Stay informed on market trends and competitor pricing to position proposals effectively.
Qualifications:
- Extensive experience with cost proposal preparation, including risk analysis, compliance, and estimating practices for government and commercial clients.
- Proficiency in developing budgets for various contract types, including Time and Materials (T&M), Firm Fixed Price (FFP), and Cost Plus.
- Skilled in data analysis for pricing strategies and competitive positioning.
- Experience in pricing proposals of $10M+ value, with strong knowledge of federal contract types and associated pricing requirements.
- Proficiency with Salesforce, Adaptive Planning, Pro Pricer, and professional services technology platforms is a plus.
- Strong communication and problem-solving skills, with an ability to manage multiple projects and priorities.
Compensation:
This position offers an annual salary between $110,000-$125,000, along with a comprehensive benefits package.
