Scion Staffing has been engaged to conduct an immediate search for a Human Resources Business Partner on behalf of our client, a state agency. This is a direct-hire, primarily remote position requiring one day per month on-site in Salem, OR.

Responsibilities:
  • Provide expert advice on employee relations issues, interpreting and administering collective bargaining agreements, state and federal laws, and internal policies.
  • Conduct investigations, recommend appropriate disciplinary actions, and represent the organization in hearings.
  • Perform classification and compensation analysis, conduct job evaluations, and provide recommendations on organizational structure and staffing needs.
  • Develop and maintain accurate position descriptions, conduct desk audits, and ensure compliance with Fair Labor Standards Act (FLSA).
  • Conduct salary surveys and pay equity assessments.
  • Collaborate with managers to implement HR policies and ensure compliance with all relevant laws and regulations.
  • Provide training and guidance to management and staff on HR policies and best practices.
  • Contribute to fostering a diverse and inclusive workplace.

Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5 years of HR experience, preferably in employee relations, classification and compensation, and policy administration.
  • Strong knowledge of employment laws and regulations.
  • Experience in conducting investigations and representing organizations in hearings.
  • Excellent interpersonal, communication, and conflict-resolution skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficiency in HRIS systems (e.g., Workday) and Microsoft Office Suite.

Compensation:
This position offers an annual salary between $80,000-$117,000 DOE and a comprehensive benefits packing including health, dental, vision insurance, retirement savings plan, paid time off, and professional development opportunities.
