Scion Staffing has been engaged to conduct a search for an Interim Chief Financial Officer (Public Sector) on behalf of our esteemed client, a dynamic municipality in Texas! This is a full-time, interim, onsite position in the Dallas-Fort Worth area!

The Interim CFO will lead financial operations for a municipality, oversee budgeting, forecasting, debt management, and financial reporting. The ideal candidate will have extensive experience in municipal finance and a proven ability to manage both strategic financial planning and day-to-day operations. Strong leadership, collaboration skills, and the ability to drive fiscal sustainability and compliance are key to success in this role. The candidate will be hands-on in managing financial functions while advising on long-term financial strategy to support the city's growth and financial health.

RESPONSIBILITIES:
  • Lead the development and continuous evaluation of short and long-term financial goals.
  • Oversee budgeting, financial reporting, accounting, internal controls, and auditing processes.
  • Develop and implement fiscal policies, procedures, and internal controls to ensure financial sustainability.
  • Manage financial forecasting, cash flow, debt issuance, and investment strategies.
  • Ensure compliance with GAAP, state and federal regulations, and municipal finance best practices.
  • Present financial reports to leadership and stakeholders, providing strategic insights and recommendations.
  • Supervise and mentor finance department staff while collaborating with other departments to align financial strategies with operational goals.

QUALIFICATIONS
  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field required.
  • Extensive, progressively responsible experience in municipal finance, accounting, or related field, with proven experience in a leadership or management role.
  • Certified Government Finance Officer (CGFO) or Certified Government Financial Manager (CGFM) preferred. CPA is a plus but not required.
  • Hands-on experience in a smaller municipality environment is ideal.
  • Knowledge of special financing districts (PIDs, TIRZ, MUDs, MDDs, PEDDs) highly preferred.
  • Experience with municipal finance, budgeting, economic development, and stakeholder engagement.

COMPENSATION AND BENEFITS:
This full-time, interim, onsite position in the Dallas-Fort Worth area offers a competitive hourly range of $85-100/hr DOE! This position also offers comprehensive benefits including health, dental, vision, retirement, 15 paid holidays, PTO, extended leave, sick time, and longevity pay!
